5.1. General. The Board may appoint such committees as it deems appropriate to perform such tasks and to serve for such periods as the Board may designate by resolution. Each committee shall operate in accordance with the terms of such resolution.
5.2. Property. In addition to any other committees which the Board may establish pursuant to Section 5.1, the Board may appoint a Property Improvements Committee ("PIC") consisting of at least three and no more than seven Members. Acting in accordance with the provisions of the Declaration, these By-Laws, and resolutions the Board may adopt, the PIC, if established, shall be the hearing tribunal of the Association and shall conduct all hearings held pursuant to Section 3.24.
